ENTITY declared constraint

3.2.12 of the 22 Sep WD says

  Constraint: ENTITY declared

  ENTITY values must match an unparsed entity name that is declared in
the schema.

Since Schemas no longer declare entities, this should refer to the
document being validated, not the schema  It also should be cast in
terms of the infoset, specifically the entities property of the document
information item.
