how to propose a new Markup Langueage for antiquity

Hi!
I would know if exists, else propose the creation of a new Markup Language
derived by XML for antiquity studies, AntML (e.g. Literature, History,
Epigraphic and so on). Please, do you know what is the suitable mailing
list towards addressing this kind of requests?
