Thank you for your note.  For tracking purposes, this topic has been 
assigned issue number LC-204 in the XML Schema last-call issues 
document at

During its teleconference today, the XML Schema WG took up this issue,
and agreed that it would indeed be useful for a joint task force of
members of the XML Schema and XML Query working groups to address the
topic and make recommendations.  Since, as you point out, the XML
Schema language does not define operations on types, we do not anticipate
that the work of the joint task will result in necessary changes to
the XML Schema specification, but we agree with you that it will be
useful for the work to be carried out jointly.

Paul Biron, David  Cleary, Martin Gudgin, Ashok Malhotra, and
Jonathan Robie volunteered to serve on the task force; other members
of the XML Schema WG may volunteer later.
