'obtain' in the sense of 'succeed' is archaic

Dear XML Schema WG,

Part 1 repeatedly uses 'obtain' in the intransitive sense of
'succeed'. According to Webster (http://www.m-w.com/), this use
is archaic. Please replace it by 'succeed throughout.
