Re: Proper home namespace/resource for built-in datatypes

I had seen that, but I wasn't sure what the intentions were.  It seemed like
it was defining a parallel namespace.  It wasn't clear that the instance and
schema definition namespaces would eventually import it and part2.xsd would
no long be included.  Definitely seems the right way to go.
