Notations

Is there really any justification for keeping notations given that
external unparsed entities have gone?  They don't seem to have received
much use in XML 1.0.  They have never seemed to me to integrate well
into the Web architecture: I would claim that things that in SGML were
done with notations should on the Web be done with MIME media types.
