In sections 3.2.6.1 and 3.3.16.1, Eastern Daylight Time is mentioned as
being 5 hours behind UTC. As I understand the definition of UTC, EDT is
only 4 hours behind UTC. Eastern Standard Time (EST) is 5 hours behind
UTC.
