LEIRI link incorrect

I am sure you are aware of this one.

The new draft at
 http://www.w3.org/TR/2008/WD-xlink11-20080331/
uses the term LEIRI and provides a reference to the IETF IRI RFC, however
the version of the IRI spec referenced does not define LEIRI, merely IRI.

It will confuse readers to have such an important term undefined.
