XLink 1.1 going to CR...

I read that the XML Core WG is planning to advance XLink 1.1 to CR. I  
wonder why the WG never responded to  
http://www.w3.org/mid/op.s41fiw0b64w2qv@id-c0020.lan for example. The WG  
might also want to mention  
http://www.w3.org/mid/4210DA39.5080702@annevankesteren.nl in its  
transition request explicitly because they claim certain comments are not  
being satisfied because that would go outside the scope of the  
requirements document...
