It would help a lot if the XML Core Working Group would reject requests
to define semantics and/or behavior in specific situations either with
a clear explanation what the reviewer should do to get this defined by
some other entity, or what technical reasons there may be to accept a
situation where this is left undefined and undocumented.

Responses that formally address issues are expected to include rationale
for decisions. You are really just telling us that the Working Group
disagrees. Please make a technically sound argument either why this does
not need to be defined anywhere or why it should not be defined in XLink
1.1 specifically; other than telling us again that no one wrote this
into the XML Core Working Group's charter, we know that by now.

You may well be right that XLink 1.1 is not the right place to define
this; if you think that e.g. DOM Level 3 Events should define how XLink
interacts with the DOM Event model and the individual events, please ask
the WebAPI WG to include this information in DOM Level 3 Events. If they
agree, I'll happily accept to omit this information from the XLink 1.1
draft.
