XLink 1.1: XLink 1.1 in XML 1.1

Dear XML Core Working Group,

  http://www.w3.org/TR/2005/WD-xlink11-20050707/ is unclear about use of
XLink 1.1 in XML 1.1 documents. For example, section 5.7 notes "The
value of a label, from, or to attribute must be an NCName." where NCName
is defined in Namespaces in XML 1.0, it is unclear whether the same re-
quirement applies to XLink 1.1 in XML 1.1 documents, please change the
draft such that the relationship between XLink 1.1 and XML 1.1 is clear.
