"Locator" etc

The term locator is used fairly frequently in the XLink Rec without, so far 
as I can find, a definition being given. Provision of a definition would be 
helpful, either to clarify that the term is being used consistently or to 
demonstrate that it is, perhaps, being used otherwise.

Am I correct in assuming that the term "locator element" and "locator-type 
element" have the same meaning? As in previous comments I have made about the 
XLink Rec, if a single meaning is intended to be conveyed consistency in 
terminology usage would help to make that clear.

I don't expect the next comment to have any immediate effect. I simply 
comment that to use the term "locator attribute" to refer to the xlink:href 
attribute is less than transparent.
