XLink Rec - error in "traversal" definition?

It seems to me that the definition of traversal in Chapter 2.2 of the XLink 
Recommendation is in error.

The definition reads: "Using or following a link for any purpose is called 
traversal."

However, it seems to me that it is entirely possible to use an XLink link 
simply to assert a relationship between two (or more) resources without 
involving any traversal, contrary to the definition given in Chapter 2.2 of 
the Recommendation.

I would be grateful if the accuracy of the definition in the Recommendation 
could be reviewed by the Working Group.
