Hi,

I agree there is no point in having this difference. I also don't see a
practical use in allowing unescaped URIs in the href attribute,
because it doesn't work in general. Leaving the decision about what
to escape or not to a URI resolver doesn't work in all cases. A resolver
can only check against the URI alphabet, while interpretation may
be different per URI segment, depending on the medium that
generates the URI. The medium may be more restrictive than the
URI alphabet and hence escape more characters.
