XLink Tests and validator

Dear Editors,

I have an action item [1] from the QA WG wrt the QA matrix [2].
I would like to know if it makes sense to

For XLink version 1.0

	1. Have a validator
	2. Have a test suite

If anything in the domain, please tell me the status of it.
