  Just to be sure, 
this actually reflects the position of the XML Linking WG on the
subject, the XML Base disposition of comment lists the issue:

 I assume you agree (or at least acknoledge) the XML Linking WG
decision since you did not answer to Paul's mail. If this is not the
case please raise the issue ASAP (c.f. the chairs requests [1], and [2]).
