please align wording on URI escaping

Dear XML Linking experts,

I have earlier sent a message privately, but I have just
discovered more descrepancies between your specs that
need to be aligned.

The texts affected are http://www.w3.org/TR/xlink/#link-locators
and http://www.w3.org/TR/xptr#uri-escaping (and maybe others).

- The text in xlink fails to mention  [RFC 2732], but should mention it.
- The text in xptr uses both 'octet' and 'byte', but should only
   use 'byte'.

http://www.w3.org/TR/2000/WD-xml-2e-20000814#sec-external-ent has the
same problems as xptr.

Please fix these on your earliest convenience.
