XLink: No title element for resource element?

The XLink specification allows optional title child elements for the 
extended, locator and arc elements, all of which also allow title 
attributes. The resource element also allows for a title attribute but 
does not allow a title element.  This seems like an inconsistancy. 
Why would a title element not be useful on the resource if a title 
attribute would be?
