This is not an implementation-realted comment, but it appears that something got dropped from the Introduction. It seems that between "A simple case of a hyperlink is an HTML A element, which has these characteristics:" and "This set of characteristics is powerful, but the model that underlies them limits the range of possible hyperlink functionality." there was intended to be some list of characteristics of the HTMl <a> tag.
