XBase: unsetting the base URI

Can the base URI infoset property be explicitly set to unknown by
specifying xml:base=""?

It seems that this or some such syntax is needed to allow
serialisation of an infoset that contains elements with unknown URI
nested inside elements with a known URI.  (Presumably such an infoset
would have to be created by hand.)
