Treatment of xml:base and xmlns:...

In section 2.2, I note that the namespace attributes are presented 
separately from the other attributes, presumably because they have a 
special role in the processing of infoset values.

It seems to me that xml:base attributes have a similar special role, and 
maybe should also be treated separately.
