Inconsistency between 2.6 and Appendix C

Section 2.6 states "There is also one character information item for each
character that appears in a normalized attribute value."

However, the example provided in Appendix C ( which I know is only
informative ) lists only eleven CIIs even though the doc:data attribute has
8 characters in its normalized value.

I think this may be related to my earlier comment[1], where I notice I
forgot to provide the reference to the document I am looking at[2], sorry.
