Use of XML Base instead of Xbase

  I suggest avoiding the use of the XBase term to reference the
XML Base specification. As pointed out and agreed by the XML Linking WG
this is confusing:
  http://www.w3.org/2000/06/xmlbase-comments-20000607#IDwrxq1

Just using [XMLBase] would be perfect.
