review of Infoset 20 Dec 1999

I attach some notes on technical and editorial issues which arose in
my review of the XML Information Set draft of 20 December 1999.

In general, good work.  I have some suggestions, and some individual
points in the design strike me as very ugly blotches on what is otherwise
a pretty good design.
