C14n 1.1 and XML 1.1

(This question came during a discussion within the Efficient XML
Interchange Working Group)

What is the relation between c14n 1.1 and XML 1.1? At present, the
specification doesn't mention at XML 1.1 and it is not clear if c14n 1.1
is applicable or not to XML 1.1.
