I18N comment about the proposal about XML 1.0 and XML 1.1

Dear XML Core Working Group,

The i18n Core Working Group has discussed your proposal about XML 1.0 
and XML 1.1. [1]. We would like to hereby express our support for 
extending XML 1.0 in the way you described it at [1]. We feel that this 
would benefit a lot of people around the world. In addition to the 
minority languages cited, it will also be a benefit to mainstream 
languages. For example, many characters have been added to Chinese and 
other common scripts in Unicode in recent years.
