XML 1.1 CR comment response for Tobin-02

In response to your email to the XML 1.1 CR recorded at
http://lists.w3.org/Archives/Public/www-xml-blueberry-comments/2003Feb/0001.html
the XML Core WG generated, discussed, and resolved the follow issue:

Issue Tobin-02:
prohibit LSEP and NEL from the XML declaration

Summary resolution: accepted

The WG had consensus to allow only ASCII characters in the 
XML declaration and text declaration. After further discussion,
the WG refined this decision to say that we will modify the productions for
XML decl and text decl to allow only x'20' where currently S is allowed.
