Definition of SHOULD

The CR draft http://www.w3.org/TR/2002/CR-xml11-20021015 uses the word 
"should" in a normative way, especially in section 2.13.  "should" is 
not defined in section 1.2 of XML 1.0 like "must" and "may" are.  A 
definition should be added, based on RFC 2119.  Better yet, RFC 2119 
should be included by reference and the definitions for "must" and "may" 
removed.

Also, it should be clarified whether the use of "should" in the sentence 
"XML 1.1 processors should accept XML 1.0 documents as well" in 2.8 is 
normative.
