Microsoft XML 1.1 Last Call comments

Microsoft reiterates its support of the addition of 0x0-0x1F in XML 1.1
[1] (members only), and remains concerned about the impacts of
performing mandatory normalization checks [2] (members only) as more
fully described in our Character Model comments [3].
