[urgent] WSDL 1.1 for XKMS note approval

Hi WG members,

This request got delayed and should have been sent on Tuesday. Apologies
for the rush.

At the last teleconference, the participants agreed on publishing
Rich's note[1] as the last Working Group note. 

If someone in the WG has any objections about the content of Rich's note
or publishing it, please mail the list at latest Tue 11 October EOB. If no
objections are raised, I'll proceed to request its publication.
