Action items from last conf call

I am attaching a proposed new xkms schema with updates for the
additional ResultMinorEnum's along with suggested text:

Paragraphs [311] and [315]
A Service that requires the ProofOfPossession element MUST return
a Sender.ProofOfPossessionRequired result if the ProofOfPossession
element is not present in the request.

Paragraph [213]
A Service that does not support the TimeInstant element MUST return a
Sender.TimeInstantNotSupported result. Additionally, a Service that
does support the
TimeInstant element may be unable or unwilling to respond to requests
indicating a time
instant that is outside a certain range. In such cases, the service
MUST return a
Sender.TimeInstantOutOfRange result.

ProofOfPossessionRequired:
The receiver has refused the operation because it requires the sender to include
the ProofOfPossession element in the request.

TimeInstantNotSupported:
The receiver has refused the operation because it does not support the
TimeInstant
element.

TimeInstantOutOfRange:
The receiver has refused the operation because the indicated time is outside the
range that it responds to.
