template for the W3C Notes we will publish

Hi folks,

The official term is "W3C Working Group Note". I won't have time
to make a blank template, so I propose we use the latest note
that was published[1].

The WG note has to have the following items:

- Frontmatter
- Abstract
- Status of the Document Section
- Table of Contents 
- References (if needed)

Don't worry too much about the SoD section. I'll provide you
a boiler plate text.
