Dear XKMS Working Group, http://www.w3.org/TR/2005/REC-xkms2-bindings-20050628/ notes that Appendix A "References" is not normative. The section however includes references that are clearly normative such as RFC 2119. Common practise is to split such a section into "Normative References" and "Informative References" of which at least the former is not marked non-normative.
