no change to ipr status

Hi All,

As part of the process of getting xkms to PR, we have to
assert that we know of no relevant IPR developments affecting
the spec. We are not aware of any such changes.

If you do know of any such change, please inform the list,
so we can update the WG's IPR page [1].
