[HEADS UP] XKMS/PGP WG Note. Please review

Hello,

The note is practically ready for publishing. We are just doing some minor
adjustments to improve its clearity.

We had agreed to have the WG make an email approval for this WG note when
the WG was extended.  Because of publishing moratoria deadlines, we need 
to have this approval in 48h (Wed 14 December).

Explicit approval is welcome. Otherwise, if no one objects, we will assume 
that it was approved tacitally and move forward and publish it as a WG note.

Sorry to be rushing this request at you. We look forward to your comments
on this last XKMS WG note.
