Payload Security

We don't have a clear definition of what "Payload Security" means for XKMS as we provide the security bindings.
 
I would like to add this definition in part 1 section 1.2 of the spec.
 
Payload Security: Independent of transport mechansim (HTTP, TLS, SOAP, WSS), use of dsig:Signature in the XKMS message.
 
Any comments ASAP is much appreciated.
