Spec updated

Folks,
 
Both part 1 & 2 of the XKMS spec has been updated.  Thanks to Tommy for the samples.
 
In this update, the following are fixed in part 1 of the spec - http://www.w3.org/2001/XKMS/Drafts/XKMS-PR-DRAFT/PR-DRAFT-xkms-part-1.html

   Fixed example in section C3.2.1 
   Fixed example in section C3.2.2 
   Fixed example in section C3.2.3 
   Fixed Para [269] with the correct example values 

The following are fixed in part 2 of the spec - http://www.w3.org/2001/XKMS/Drafts/XKMS-PR-DRAFT/PR-DRAFT-xkms-part-2.html

   Fixed Para[50] LocateRequest- SOAP12 - Updated to use URIs instead of QNames 
   Fixed Para[51] LocateResult- SOAP12 - Updated 

With these, the following issues are completely fixed:

   315-ga-3 - Typo in example 
   318-tl : Missing RSAKeyPair element in the XKMS schema
   326-jk : Using a neutral XKMS service in the examples
   317-bl: Make a requirement that signatures in a message actually refer to the XKMS content - Fixed section 10.11 which has the necessary clarification (Fixed Aug 20th Draft)
   326-jk : Using a neutral XKMS service in the examples

To be fixed:

   322-tl
   323-ga : StatusResult atts
   324-tl : RespondWith and OCSP - check with Stephen on this
   325-ga : Unbounded or Opaque (Client) Data
