I completely agree with your criterion.

Just a further precision, so that there are no surprises:

Currently, if you follow the http://www.w3.org/2002/03/xkms
URL you'll get redirected to the TR/XKMS CR spec.

If we keep the same namespace, we cannot modify that redirection until
we publish a new version of the XKMS spec.
