XKMS Specification: Pending Request

I believe there is a need for a general XKMSResult element type.
This could be used for general errors returned from XKMS.

In particular if a service receives a PendingRequest with an
OriginalRequestId and a ResponseID that it does not recognize, what type
of Response should be returned?
