revised XKMS Requirements editors draft

I have updated the editor's draft of the XKMS requirements [1]:

2.1.3 is now focused on optional features
"Use of optional features is discouraged. Optional features SHOULD be justified in the specification."

2.1.14 is new, regarding unbounded maxOccurs, pending the decision whether we need this requirement.
"Tentative: Use of XML elements with unbounded maxOccurs schema values are discouraged and should be justified."

2.4.5 now mentions compound requests and responses
"The specification MUST describe how to register more than one public key in a single registration request, supporting bulk registration. The specification MAY generalize this to define how to perform compound requests and obtain compound responses, including both registration and information service messages."

2.5.4 no longer mentions MgmtData
"The following KeyInfo formats MUST be supported: KeyName, KeyValue, and RetrievalMethod."

The affiliation and email for Mike Just and myself has been updated.

The CVS date shows the version, the document date will be updated in the next revision (required once
we decide re 2.1.14) Thanks Joseph for posting the update.
