Great minutes! Some comments.

   Issue 1: Will policy URI be explicit or implicit in requests?
     * Policy binding should be established out-of-band. No way to view
       policy via XKMS.
     * Assertion: Delegate this issue out of scope. Up to user.

I'll note that I find this acceptable as long as we have somewhere where 
this can be represented. (I'd advocate a "From" field since this will then 
be part of the signature if it is signed.) It was mentioned, though I'm not 
sure it's in the minutes, that it could be in the WSDL. If people feel this 
way, then I'd like to make sure we communicate this requirement to that WG. 
Also, we need to reflect in the spec that the meaning of one of the 
"validates" is unspecified given its absense.

  Issue 8: QNames

     * Source: Reagle
     * Resolution: ???

We will continue to use them unless otherwise instructed by the TAG. (The 
TAG has accepted this issue [1].)
