[Error-Code]

Issue: Error code handling.

The current status is that we don't have a very comprehensive approach,
particularly wrt where SOAP is going.

Unfortunately here as in other areas we have a dependency on XP anhd if we
are not careful we could end up re-inventing XP as a pro-temp measure (like
what we did in SAML).


Proposal:

Aim to align XKMS result codes with where we anticipate XP is going but not
to provide full feature set of what XP, only what we need.

	- use QNames for the status codes
	- Provide for toplevel response and one level of detail only
	- specify naming convention for use in the rest of the document


The other issue that this has raised is the <Reason> element which is
currently (and confusingly) listed as part of the status response
discussion. Actually the original proposal (Steve?) was that this would be a
part of the assertion so that the user of the assertion knows which aspects
of the key binding have been verified.

Perhpas this also indicates that we need to address the naming of the Reason
element.
