Namespace

We should switch from using the pro-tem xmltrustcenter namespace and start
using a w3c URI, I suggest something like: 

 http://www.w3.org/2002/03/xkms# 

This matches the xml signature and encryption schemas

Do I have  to do anything fancy like use a different URI for a working group
draft schema???
