i assumed it was just
	<tns:ocsp>....base64 encoded ocsp DER blob...</tns:ocsp>
where tns:ocsp is derived from xsi:base64Binary, and all we need to do
is figure out what xmlns:tns should be.

No reason for it NOT to be in xkms.
