Update on Status of XKMS Activity Proposal

While the Activity Proposal has been reviewed by the Team, we have yet to 
obtain chairing commitments [1] necessary for the creation of an activity. 
We have a single offer of co-Chairing. Once the full 40%-person-week 
commitment is satisfied we can move towards the next issue of ensuring that 
the Submitters and W3C Members agree to the Royalty Free License 
requirements of the charter. Unfortunately, this is now a contentious issue 
at large at the W3C -- but not to XKMS in particular.


[1] "Contributors to this working group are expected to commit to 15% (6 
hours a week). Commitments for Author and Editor positions are 25% and 35% 
respectively. The Chairing commitment is expected to require 40% of a 
single person's time."
