RE: Updated editor's copy (XML)

Re 6.8.1.1 the bullets about templates should have been at the top (that's
where John expected them.  I reordered the bullets and regenerated the HTML
(for part 1 as well.)  A proposal for what else we should do with 6.8.1.1
coming shortly.
