I think there is a "not" missing in the second sentence of 6.4.6, i.e. it
should say:

If the {http location} property is not set,

Here is the current text:

6.4.6 HTTP Request IRI

When formulating the HTTP Request, the HTTP Request IRI is an absolute IRI
reference and is the value of the {http location} property of the Binding
Operation component, resolved using the value of the {address} property of the
Endpoint component (see section 5 of [IETF RFC 3986]).† If the {http location}
property is set, the HTTP Request IRI is the value of the {address} property of
the Endpoint component. I
