Second Interoperability Event on WSDL 2.0 Registration Open

The goal of this second WSDL 2.0 interoperability event is to:

      * Improve the test suite
      * Exchange implementations feedback
      * Test WSDL 2.0 implementations against the test suite
      * Gather feedback and report for the purpose of the W3C Candidate
        Recommendation phase
