+1 for status quo with clarification: SAOPAction applies to initial
message only and is an operation level attribute (as it is in WSDL 1.1).

Per my AI, I've checked what .NET does with SOAPAction on replies. We
never put one in in this case. Our devs are pretty sure nobody else does
either.

 

Which would indicate that the status quo is sufficient, along with a
possible clarification that wsoap:soapaction only applies to the initial
message in an exchange.
