RE: Editorial: What are sections 2.16.x for?

Ah OK.  Can we have the Z without the section headings (lump it all
under 2.16)?  Or drop the bullet list in 2.16 and add a minimal sentence
in each section saying "This is the xs:NCName datatype defined in XML
Schema" or some such.
